Epic Armoury's Ready For Battle Cape is a top seller for good reason: cut semi-circular with shorter flanks and a longer back panel, it moves easily while still covering you well, and its hood fastens with simple cotton straps. The plain-weave cotton is durable but light, breathable and soft enough for a hot day at the Ren Fair, and a home water-resistance treatment is all it needs to shrug off rain.
